Production, trading, circulation of bad quality fertilizers, without registered quality, was one of commerce cheat, break the law. Thus, the management of quality and cost for fertilizers is an urgent task, consisder it as continuous and integrated work by all levels and bracnches in order to set the peasants’ mind at rest in utilization of fertilizers serving production.
After actual survey, there are about 200 establishments for producing over 1,500 different fertilizers in the whole country. There are 150 small establishments with backward technology for fertilizers of bad quality on the market.

According to data from organs’control and inspection as well as report from Ministry of Agriculture and Rural Development, have shown that many different of bad quality fertilizers prevailing on the market, For example, after controlling batch of goods, there were over 54 percent of samples without registered quality, of which, some batch of goods reaching less 50 percent of registered nutritive content, occupied highest density, was microorganic fertilizers (72 percent). The situation of bad quality fertilizers have more and more increased and complicated. In 2003, bad quality fertilizers has occupied the rate of 30 percent; In 2004, eleven units with 81 their norms have been examined, no quality approach in 45 norms (occupied 45,6 percent), of which, including products of great names.

Through above-said survey, it has estimated the loss in business, the worries and concerns of the managers in the fight for overcoming input cost increase and achievements gained by true enterprises, who are producing fertilizers, one of strategic commodity, with high investment but low profits.
