Many economic experts have said that if no careful, the movement “group” will bring back corollary for the economy. One of the problem which was in surgery, mainly the effectiveness of the groups when their activities have been expanding to other fields without strong point. That was hot issue which was in surgery at the Workshop: “Developing economic groups in Vietnam during the period of integration” was organized by Central Economic Research Institue dated on September, 26th 2007 in Hanoi. At the Workshop, many people have expressed to worry about movement of group now.

On October, 22nd 2007, at 2nd Session Ceremony, twenth national Assembly, the Assembly has raised its voice to worry about  the movement of setting up economic groups and the Government has also affirmed that the conclusion and estimation of setting up conomic groups, should be done early.

Currently, setting up and operation of conomic groups must be concerned by the society due to some reasons as follows: Total investment by the State are given mainly for ineffective operation groups and state corporations, approaching to their expansion, encroaching on the fields to be easy to do as bank, real estate, securities… While the world groups’ trends are to concentrate on manpower resource in order to become multi – national groups with their excess concrete field, for example, Microsoft Group is famous on software technology, Walmart Group is famous on trading retail market chain etc… The groups in Vietnam with their standard, management, capitals, technology are still modest, no concentrating on some potential and special fields as well as the fields belonging to their strong point, at the other hand, their trend are focuss on multi-branches business.

Deputy professor, PhDr Tran Dinh Thien, Deputy director of Central Economic Institute said that the formation of economic groups at present which creates risks to make the market crooked, reduced effectiveness, it is dangerous for opened market. Actually, state economic groups have received great assistances from the State through finance, investment...

It has no so much interfere for production and business of state economic groups by the State, no favour for them. At the same time, the State should determine and carrying out concrete itinerary in order to streamline apparatus and improve the effectiveness of production and business for state enterprises. State enterprises’ equitization have been pushed up as quickly as possible etc…
