In past years, Vietnam energy industry has been developed rapidly, with its ouput increased an average of 12.7 percent per year in the period of 1991- 2005, equipvalent to 1.69 times compared to GDP increase, of which, highest acceleration in exploiting petroleum and gas: 16.1 percent; Coal: 13.4 percent; Electric power: 12.7 percent. Total elementary energy supplying for domestic requirements, increased to 7 millions TOE in 1990 to about 29.8 millions TOE in 2005, an average increase of 10.13 percent per year. Energy structure for domestic consumption was as follows: Petroleum product occupied to 40.3 percent; Coal: 29.4 percent;  Hydro-electricity: 11.7 percent; Natural gas: 18.1 percent; Imported power and new energy: 0.5 percent; The whole country’s total energy has showed over 44.4 millions TOE, of which, clean coal: 30.8 millions tonnes; Crude oil: 18.8 millions tonnes, natural gas: 6.9 billions cubic metres, Hydro-electricity: 16.5 billions kWh. Production of energy has basically met energy needs for the development of social economy of the country. Import-export of energy has made active contributions for international economic integration process. National energy security has been consolidating and strengthening.
  Thus, the strategy for development of national energy in Vietnam in the process of industrialization and modernization of the country and international economic integration, need to be done: Connecting to the strategy for development of social economy of the country, ensuring stably with high rates, at the same time, diversification of energy sources as well as machineries and equipments; Conformity with international economic integration trend, utilizing effectively domestic resources with the exploitation and utilization of overseas resources properly; Setting up national energy security in open condition; Development of national energy on the basis of energy market set up,  diversification of ownerships and business manner, satisfying the benifits of the consumers; Developing energy system integratedly and reasonably, of which clean energy must be concerned, priority will be given for new and regenerate energy; Rapidly applying intellectual economic achievements for improvement of effectiveness of energy trading; Developing energy link with conservation of ecological environment stably etc...       
In order to implement targets successfuly in Strategy for the development of national energy, neccesities are given for some main solutions as follows: the organization and management of some groups must be perfected following the trend of industry-trading-finance, multi-branch business inland and overseas, playing a key role in development of energy; Improving further cooperation in energy field; Investments from state budget capitals serving rural energy projects, will be pushed up; Training and improving professional standard for a contingent of the managers, technicians and skilled workers; Activities on scentific research and new technological appliance must be pushed up; New promulgation with together modification, supplement, completement of legal documents for energy enterprises’ activities in accordance with market mechanism etc,...
