The economic experts from World Bank have shown that when Vietnam Electricity market put in to operation, thus equal and effective competitiveness gains, limitation should be given for five to seven companies in distribution and participation of competitive activities, due to our country has population of 80 millions, of which, a number of consumers who utilize electricity, occupy 10 millions persons. In order to guarantee competitive capacity, every electric companies must reach their large scale, diversified business areas (including the areas with high profits as towns and cities or the areas with low or non profits as rural and highland areas) to compensate each other in operation, so as to finance must be balanced.

Presently, Electric Power regulation Department has urgently fulfilled project: “Designing completed electric power generated market  and  restructure for electric power industry in corespondance with the itinarary for development of electric power industry approved by Government Premier, and Ministry of Industry and Trade will submit it to the Government on the first fourth quarter of 2008, from it, a number of electricity companies must be limited with five to seven ones, only enter in independent accounts, not yet setting up electric distributed corporations suggested by EVN, due to no corespondance with view of point for development of electric power market, especially, on the scale of competitive electric power purchase market from 2014.
