The target has been defined given for development of industry, is breakthrough step for development of economy quickly and stably, in past years, the localities has called and attracted many invested projects on the areas. Therefore, industrial production value showed regular growth for many years, as Lao Cai increased 21 percent, Lai Chau: 20.96 percent, Yen Bai: 18.4 percent, Dien Bien: 17.33 percent. Trading and service activities at the localities have been taken place evently, plentiful and diversified circulation of communities on the market, satisfying the needs of production and people’s consumption.

According to estimation, though industrial activities at the localities have got many active progresses, but production scale was still small, with small absolute value, backward technology, no high competitiveness etc..., making impetus for promoting economic structure. Otherwise, at the localities, it remained slow in development of invested projects, especially, the rate of building industrial zones. Foreign invested projects occupied small volume in the total projects invested for areas as Yen Bai province only occupied 2 percent, Lai Chau province with only three projects in the total 94 invested projects. There were many issues to settle in  management and exploitation of  mineral ores. Some difficulties laid in commerce and service activities due to transport, not favourable, overloaded railway, as well as implementation of export-import procedures.

Estimating the situation for development of economy at localities, Minister Vu Huy Hoang highly valued the achievements gained by the localities, and requesting the localities for concern planning, especially, small hydroelectricity, mineral ores, understructures, clue markets at communes and districts. The localities should concentrating on establishing spearheading industries with high added value.      

Building industrial zones have been limited, investment given for one industrial zone with environment guarantee. As for trading, Minister has requested to provide essential commodities for the people; Surching and establishing main commodities for export; Importances were given for management of market, at the same time, exploiting the potentials have been concerned as forest economy, mineral ores, small hydroelectricity, construction materials, trading, international economy, border service...
