Despite its success, but the construction of industrial clusters also reveals shortcomings in both theory and practice, not bring results commensurate with the expectations and effort. This fact raises the content should be considered in both theory and practice.
Vietnam aims to become a modernized industry in 2020, in order to keep with the standards of developed countries. Accordingly, the development of industrial clusters is an important content should be focused. 

First, be aware of and understand the industrial clusters proper develop only if the unified view of the concept to clarify the differences and implement a consistent policy for each step for developed process. Overcoming limitations in research and development for building industrial clusters, from it, to propose solutions to do. Forming to create networks of research projects linked with chains of production and product value of industrial clusters should be focused to build the basic argument for the development of this area. 

From the management perspective, the content of argument should clarify the importance of networks connected to production and product value chain to enhance industrial competitiveness in the global economic integration; Building and developing a model of industries to promote coherence between the development of industrial zones and industrial clusters with their related development, forming the product value chains and create networks linking production- business, were necessary tasks. Through policy implementation in building networks, supporting business research and development (R & D), market development, training, management and promoting links; from the experience, it can draw four steps needed in building industrial clusters, which focused on analyzing the characteristics of local networks can be defined to create and expand the scope of the network and finally concentrated and industrial innovation. The proper development of production networks that link the value chain and the formation of products with an important role in the development of industrial clusters in industrial production. With above-said problems suggested, this article hopes to contribute some analysis of industrial clusters to the same exchange.
