According to data by Foreign Investment Department (Ministry of Planning and Investment), from 1988 to 2007, foreign partner (contribution capitals and loans) has invested 37.9 billion USD for Vietnam, equipvalent to 40 percent of total capitals compare to the same periods. This figure was rather small due to new projects which have been licensed in recent years, have been spent. Especially, with the figure of 64 billion USD, FDI registered capitals which have been licensed for 2008, reaching a record. However, nothing expressed for registered capitals. This issue shows that foreign investor and commitment partners, will invest for their realization when the projects have been licensed. Thus, only registered capitals on the paper. What we need that how capitals flowed into Vietnam, bringing significiance for economy.
However, no effect lied in some FDI projects, small technology, ravage environment… FDI has contributed for making unstable for macroeconomy etc...
